The Notting Hill Carnival set to boost the London economy by an estimated £90 million

The Notting Hill Carnival plays many roles in London's society, not least of which include it's huge contribution to social and cultural education, but also the boost to the economy through travel and tourism, which is estimated to be around £90 million over the long August Bank holiday weekend. This is combined with a sustained employment number equivalent to around 3,000 full time jobs.

The London Notting Hill Carnival’s lead director, Chris Boothman, was recently quoted as saying "Notting Hill Carnival is essentially an event that is designed to bring people of different backgrounds together in celebration of Caribbean culture. The event has huge international appeal and plays a crucial role in celebrating London's diversity and attracting visitors to our great capital city"

"Carnival gives revellers of all ages and backgrounds the chance to come together and celebrate three days of unique, free, and fun-filled entertainment and this year promises to be a spectacular event that is unrivalled anywhere in Europe and globally second only to the Rio Carnival in Brazil."

And Boris Johnson the London Mayor was also quoted as saying "Notting Hill Carnival is the summer celebration that attracts visitors from across the globe to London for the ultimate free street party. This year I encourage you all to arrive early to enjoy the colourful floats and the sounds of the mas bands and steel pans.

"The historic event highlights the best of Caribbean culture and the contribution that Caribbean Londoners have made. It illustrates the energy and colour of our great city, which is woven into the fabric of London life"

"There really is no better place to sample delicious Caribbean food and enjoy the dazzling colours of the costume parade. I hope everyone has a truly wonderful time at the carnival this year."

The Notting Hill Carnival 2009 is tolook like it will go-ahead but the RBKC impose a curfew to make the event safer

Following a number of safety meetings the Notting Hill Carnival 2009 looks likely to go-ahead but the Royal Borough of Kensington and Chelsea have imposed a 6.30pm curfew on both days to try to get the streets clear by dusk. The curfew is the first to be imposed on the event in it's 45 year history and is thought to have been brought in due to violence which marred the event last year when 50 police officers were injured at Ladbroke Grove underground station when mobs of youths were throwing bricks and bottles.

During the course of the meetings a council report found the Notting Hill Carnival was let down by "profound organisational failure". The report detailed that some Carnival stewards were being recruited less than three weeks before the event, which was thought to be too short a period for the training to complete.

The main Carnival changes this year included the judging post (located at Great Wester Road) to be closed at 6.30pm which would enable the floats to be off the Carnival route in time for dusk, at 9pm.

Other changes included a new float start time of 10am and a restriction on the numbe of floats that can enter the parade, with numbers to be reduced from 135 to 125. Tighter controls over sound levels will also be imposed as levels were said to have breached the 135db limit last year.

Merrick Cockell, a council leader at the RBKC said: "We want to make Carnival 2009 a safer and more enjoyable event and hope the three proposed limits will help us to achieve this"

A director of London Notting Hill Carnival Limited, Michael Williams said: "We have had lots of discussions and they are mostly satisfied. It is going to be business as usual."

An agreement is yet to be signed for the road closures for the August Bank Holiday weekend but it looks like the event will finally go-ahead.

The Notting Hill Carnival 2009 is threatened by council officials

The Notting Hill Carnival, traditionally held every August Bank Holiday weekend since 1964, is in jeopardy again as Kensington and Chelsea Council threaten to withdraw their support over concerns for safety. The council has asked the organisers, London Notting Hill Carnival Ltd (LNHC) to reduce noise levels and make improvements to crowd control. RBKC claimed last year's event was let down by "profound organisational failure" and it is their duty to avoid the 2009 carnival event being marred by similar chaos.

Different carnival groups have also voiced their opinions saying that improvements are needed after Carnival 2008 when a rioting mob close to Ladbroke Grove Underground started throwing missiles at Police, on Monday evening, however the groups are still pledging their support for the event to continue.

An Ebony Steelband member, Pepe Francis, from Whitchurch Road, Notting Hill was recently quoted as saying "Carnival needs more stewards and the noise levels need to drop. There can always be improvements made. But this year will be our 40th anniversary, so we have to be on the road whether or not we have the support."

Chris Boothman, LNHC’s company secretary, confirmed an earlier start to the event was favoured. He said that floats would need to start moving by 9am compared to last year’s start time of 10am – and promised there would be more stewards available to help control the crowds.

The Kensington & Chelsea council safety proposal included the reduction of noise to help minimise any possible hearing damage and to improve Police radiocommunication and better crowd control procedures.

Peter Ramage, the head of Kensington & Chelsea's street enforcement was documented as writing that if London Notting Hill Carnival Ltd (the organisers) do not adhere to the Councils requirements that the council will make a "widely-publicised declaration that it does not support carnival taking place in 2009' and will 'withdraw its funding"

The Carnival debate continues.
